Title: Key Experts (3) and Short Term Experts
Location: Turkey
IREX Europe is looking for candidates for 3 key expert positions for an upcoming EU funded civil society project in Turkey. The positions are contingent upon IREX Europe securing funding. Anticipated start dates are mid-2008.
Key Experts 1 and 2 are full-time positions based in Turkey. Key Expert 3 is a part-time position. Citizens of the European Union and Turkey are eligible, citizens of other nationalities may be considered as per European Union eligibility criteria.
- Team leader, KE1, experienced team leader of EU funded projects specifically with a grant –giving focus. Full-time based in Turkey. Turkish language skills an asset.
- Grant scheme leader, KE2, specialist in EU funded grant management. Full-time based in Turkey. Turkish language skills an asset.
- Networking, Coordination and Communication Expert. Public relations, marketing, and NGO networking specialist. Turkish Language fluency essential.
- Short Term Experts. Marketing, pubilc relations, grant management, NGO networking, website design and communications technologies, inter-government communications advisers. Knowledge of Turkish desirable.

1. Position: Team Leader – Long Term (440 working days)
Country: Turkey
Project: For Promotion of the Civil Society Dialogue between EU and Turkey (EU)
Qualifications and Skills
- University Degree
- Good communication, strong leadership, organizational and reporting skills
- Fluency in English, Turkish would be an asset
- Proven success in managing projects involving NGOs
Professional Experiences
- Minimum 7 years of experience in EC tender and contracting procedures
- Minimum 7 years of experience in managing EU projects involving NGOs
- 7 years of experience in project/programme design, planning, management/implementation
- Monitoring and evaluation, extensive financial management
- Practical experiences in preparation, management, implementation and coordination of grant schemes in EU member states and/or new EU member states
- Professional experience in Turkey will be considered as an asset
2. Position: Grant Scheme Expert – Long Term (440 working days)
Country: Turkey
Project: For Promotion of the Civil Society Dialogue between EU and Turkey (EU)
Qualifications and Skills
- University Degree
- Excellent communication and reporting skills
- Fluency in English, Turkish would be an asset
- Extensive experience of managing grant projects
Professional Experiences
- Minimum 5 years of experience
- Minimum 3 years of experience in preparation, promotion and implementation of EU Grant schemes
- Minimum 3 years of experience in EC tender and contracting procedures
- Expertise in Training – formal and informal of staff and grant beneficiaries, preferably in application of grant schemes (incl. PCM Methodology)
- Experience in designing and implementing projects monitoring and evaluation
- Practical experience in management of EU Projects, preferably under DIS
- Professional experience in Turkey will be considered as an asset
3. Position: Networking, Coordination and Communication Expert – Long Term (220 working days)

Qualifications and Skills
- University Degree, preferably in social sciences, public relations, communications or Journalism
- Excellent communication skills
- Fluency in English and Turkish
- Experience in ensuring good client communication
- Capacity to manage suppliers and subcontractors
Professional Experiences
- Minimum 5 years of experience in organizing networking, publicity and awareness event
- 5 years experience in designing PR publication and in organizing national and international events
- Experience in working with the Media and Organization of PR activities
- Knowledge of EU visibility rules
- Knowledge of networking practices with information providers and multipliers in Republic of Turkey
- Marketing and advertising experience, preferably of social events
- Experience in working with multipliers such as civil society, media, decision makers, etc
4. Short term experts
Qualifications and Skills
- University degree
- Minimum 10 years of professional and/or academic experience (of which at least half spent in international environment)
- Experience of working with a team
- Good command of written and spoken English, knowledge of Turkish will be an asset
